There is a 6% chance of this mini-boss appearing after a Resistance Encounter and it will take a lot of quick-thinking to work through. Something that's important to note about the Flagellant is that having him on your team can trigger a random encounter with a mini-boss called Death. It's a worthwhile investment to pick up the Flagellant as quickly as possible as he can make a real difference in late-game boss battles. You can do this by spending candles at the Altar of Hope in a section called The Living Fields. The Flagellant, however, will need to be unlocked. They will be instantly available for you to use.
There are some Darkest Dungeon 2 heroes which you will not need to unlock by spending candles at the Altar of Hope.
